How strong is the Paraguayan passport?

In the upper-middle of the world ranking: about 26th with around 145 destinations visa-free or visa-on-arrival in the 2026 Henley figures reported by the press (Infonegocios, 13 May 2026), and 25th with 143 in the Passport Index figures reported by La Nación in January 2026. We could not read the two indexes' own pages, so treat the exact rank and count as approximate and check the index you care about.

Entering Paraguay is a different question

If you are looking at Paraguay as a base: citizens of all EU states, the UK, the US, Canada, Australia and New Zealand can enter as tourists for up to 90 days without a visa (US, Canada, Australia and New Zealand under Law 7314, valid until 13 August 2027), but most of them need a consular visa to extend the stay or apply for residence. How to get the Paraguayan passport

Naturalisation (Constitution Art. 148): adult, at least 3 years of residence, a regular occupation and good conduct. The Supreme Court decides, and it counts the 3 years from your permanent-residency resolution, so plan for about 5 years from arrival. You sit an elementary exam in an official language, history and geography, and need a real domicile in Paraguay. Once the Court grants the naturalisation letter, the passport is requested afterwards.

Dual nationality

Unsettled. The Constitution admits multiple nationality only through a treaty with reciprocity (Art. 149) and says a naturalised Paraguayan who voluntarily acquires another nationality can lose the Paraguayan one (Art. 150), but it does not say a foreign applicant must give up their passport. Ask the Court and your home country before you apply.
