The UAE has a real digital nomad visa, not a repurposed tourist stamp. It is officially Dubai's Virtual Working Programme, launched in 2021 and documented on the UAE government's own portal. It lets you relocate to the UAE and keep working remotely for an employer or a business based outside the country, on a self-sponsored one-year residence permit. Because it is self-sponsored, you do not need a local employer or company to hold it.

The programme sits alongside the UAE's other residence routes (employment, free-zone company, property, the long-term Golden Visa and the five-year Green Visa for freelancers). For someone who already earns abroad and simply wants a low-friction base in a zero-income-tax jurisdiction, the Virtual Working Programme is the most direct of them.

This is a genuine residence permit that comes with an Emirates ID, access to banking, telecoms, utilities and schooling, not a visa run. But the permit itself does not automatically make you a UAE tax resident, and it does not exempt you from tax back home. Those are separate questions, covered below.

The programme is aimed at people whose income comes from outside the UAE and who can do their work from anywhere. The UAE portal frames it for people who live and work outside the country, plus start-ups and entrepreneurs who meet the criteria.

Income requirement

The headline financial test is a monthly income of at least USD 3,500 (or the equivalent in another currency). The UAE government portal states the requirement as a "salary certificate of a minimum of 3,500 (three thousand five hundred) US dollars or equivalent in foreign currency." In practice you evidence this with recent payslips and typically three to six months of bank statements alongside your employment contract or proof of business ownership.

The USD 3,500 figure is the federal/Dubai threshold for the Virtual Working Programme specifically. Do not confuse it with the Green Visa freelancer route, which uses a higher annual-income test. Confirm the current figure on the u.ae portal before you apply, as thresholds are periodically revised.

Tax treatment: does it make you tax-resident?

The UAE levies no personal income tax on salaries, dividends, rental income or capital gains for individuals. That is the real draw of the programme, and the government portal states it plainly. A 9% federal corporate tax applies to business profits above roughly AED 375,000, but that hits companies, not personal salary income.

Holding the visa is not the same as being UAE tax resident. Under Cabinet Decision No. 85 of 2022, you are a UAE tax resident if your usual or principal home and your centre of financial and personal interests are in the UAE, or if you are physically present for 183 days or more in a 12-month period (a 90-day test can apply if you also have a permanent home or a business/employment in the UAE). To get a UAE Tax Residency Certificate, and to break residency in your old country, you generally need to actually live there and satisfy that test, not just hold the permit.

Zero UAE tax does not mean zero tax. If you remain tax resident in your home country, or you are a US citizen taxed on worldwide income regardless of where you live, you can still owe tax at home. The visa solves your right to be in the UAE; it does not by itself end your home-country tax exposure. Plan the days and the paper trail deliberately.

Duration & renewal

  • The permit is valid for one year from issue.
  • It is renewable by re-applying and meeting the same criteria again (income, insurance, valid passport).
  • You must generally maintain your remote employment or business abroad and keep valid UAE health insurance for the permit to remain valid.

Family

You can bring your family. The UAE government portal states that once your application is approved you can also bring your family with you, and that programme holders can access services including telecoms, utilities, medical care and schooling. Family members are added as dependants, each with their own fees and insurance; budget for those on top of the main applicant's costs.

  1. Confirm you meet the criteria: income of at least USD 3,500/month, a passport valid six months, and eligible remote employment or a business outside the UAE.
  2. Arrange UAE-valid health insurance covering your residency period.
