What Funchal costs a month, from a thin Numbeo sample and official INE data, with the housing pressure and risks stated plainly.

Numbeo puts a one-bedroom outside Funchal's centre at EUR 1,098.43 a month and one in the centre at 1,335.71, but from only 148 entries by 26 contributors. Adding utilities (109.00) and broadband (43.56) gives an illustrative 1,250.99 before food. Official INE data shows new-lease rents up 16.0% year on year, above local pay levels.

Madeira is an autonomous region of Portugal, so national rules apply, with regional differences in some taxes, the minimum wage and local housing measures. This guide builds a monthly budget for Funchal from Numbeo's cost-of-living page, in euros and last updated on 3 August 2026, and sets it beside official statistics from INE and the regional statistics office (DREM). We do not convert currencies; every figure is EUR as published.

What official statistics say about housing
INE's official figures measure something different from Numbeo, so we keep them apart. INE reports the median rent of new leases registered with the tax authority, per square metre, not asking prices or the whole rental stock. For Q1 2026 the median was EUR 11.97/m2 in Madeira (up 16.0% year on year), EUR 13.65/m2 in Funchal (up 14.3%) and EUR 9.46/m2 nationally (up 9.1%). Madeira ranked second-highest among regions, behind Greater Lisbon at EUR 14.38/m2. There were 481 new contracts in Madeira (down 8.6%), 317 of them in Funchal. A year earlier, in Q1 2025, INE had Madeira at EUR 10.44/m2 against EUR 8.22/m2 nationally.
On sales, INE's 2025 median was EUR 2,500/m2 in Madeira against EUR 2,076/m2 nationally. The trend is not one-directional: in Q4 2025 Madeira prices fell 8.3% year on year while the national figure rose 17.5%. Madeira and Alto Tâmega e Barroso (down 12.1%) were the only regions to record falls, so we do not read the sale-price data as a clear direction.

An illustrative sum for one person outside the centre, before food: 1,098.43 (rent) + 109.00 (utilities) + 43.56 (broadband) = 1,250.99. Everyday food items are modest: milk at 0.96, bread at 1.58 and chicken at 6.58 a kilogram. A restaurant meal at 13.50 costs about the same as the fast-food combo at 12.00 plus 1.50, so eating out at the cheaper end is not a large step up. Families: preschool and international school
Numbeo lists a private full-day preschool at 370.42 a month per child (range 250.00 to 600.00) and international primary tuition at 7,605.00 a year per child (range 5,500.00 to 13,140.00). The Madeira minimum is 6.52% above the mainland one and rose 7.1%, or EUR 65, from the previous Madeira value. Even so, 2024 full-time earnings in Madeira were 169.22 below the national figure (1,576.03 minus 1,406.81), about 11% lower, and Q1 2026 pay was 4.2% below the national average. Numbeo's own average net salary for Funchal is 1,281.01 a month after tax. Against that crowd-sourced figure, the one-bedroom rents above equal roughly 86% (outside the centre: 1,098.43 / 1,281.01) and 104% (centre: 1,335.71 / 1,281.01). Numbeo's salary is itself a small-sample estimate and INE's pay figures are gross, so this is a rough indicator of pressure, not a measured ratio.
Climate, safety and healthcare
Funchal's climate normals for 1991-2020 (IPMA, Funchal Observatório): annual mean temperature 20.0 C (16.8 C in February, 23.7 C in August), 574.3 mm of rain a year, no frost days and 2.5 days a year at or above 30 C. The record high is 38.2 C on 9 August 2016. These are coastal figures; mountain areas differ.
Portugal ranked 7th on the Global Peace Index 2026, a position it has held since 2023 (as relayed by the Portuguese trade agency). The UK FCDO advises being alert to street crime, warns of an increased wildfire risk from April to October, and notes that hiking in Madeira can be demanding, with narrow, uneven paths that are hazardous after rain.
On healthcare, the regional public service is SESARAM, whose citizen desk is at Hospital Dr. Nélio Mendonça in Funchal. The European Health Insurance Card covers treatment that cannot wait until you get home during a temporary stay; it does not cover private healthcare or planned treatment and is not meant for relocating. Under EU rules, entitlement depends on your economic status and place of residence, not nationality. Challenges and downsides
- Rents and local incomes. Funchal's median new-lease rent was EUR 13.65/m2 in Q1 2026, and Funchal ranked 6th among municipalities for the highest median rents. Full-time earnings in Madeira were about 11% below the national level in 2024.
- Thin cost data. The Numbeo sample is 148 entries from 26 contributors. Sale prices are also volatile: Madeira fell 8.3% year on year in Q4 2025 despite rent growth.
- Tourism pressure. Madeira recorded 2,441.5 thousand guests and nearly 12.8 million overnight stays in 2025, against a Census 2021 resident population of 250,744. Local accommodation was about 30% of overnight stays. Funchal's municipal assembly approved a six-month suspension of new local-accommodation registrations on 3 September 2025, later extended until a new regulation takes effect. The regional government announced in October 2024 a plan to buy 805 homes for affordable rent; we could not verify how many have been delivered.
- Wildfire risk. The August 2024 fire ran from 14 to 26 August and burned about 5,100 hectares (Copernicus/EFFIS, via Observador). About 200 residents were told to leave as a precaution; reports at the time noted no destroyed homes and only minor firefighter injuries. The FCDO still flags elevated risk from April to October.
- Terrain and heat. Hiking paths can be narrow and hazardous after rain, and Funchal has reached 38.2 C.
- Healthcare access. The EHIC is a short-stay tool. Residents need a residence-based route, and the process is not verified here.
- Not in the numbers. Health insurance, furniture, flights to the mainland and taxes are outside Numbeo's data.
